Xerox and Lexmark Secured Tens of Millions in GPO Print Procurement Contracts in 2024

In fiscal year 2024, the U.S. Government Publishing Office’s (GPO) print procurement program awarded $469.2 million in contracts to private-sector printing companies across the nation to fulfill the printing and publishing needs of Federal agencies. This work, comprising over 73,000 orders, underscores the crucial role of companies like Xerox and Lexmark in GPO’s success. Nearly 75 percent of all federal printing orders are completed by private sector firms under GPO contracts, with both Xerox and Lexmark among the top contractors for the year.

Xerox, headquartered in Connecticut, secured $37.1 million in GPO contracts, reinforcing its position as a leading provider of high-quality printing solutions. Lexmark International, based in Kentucky, followed with $16.8 million in contracts, continuing its critical role in supporting the federal government’s print and document management needs. Their contributions highlight the importance of large, reliable companies in meeting the growing demands of federal agencies.

GPO works with approximately 1,000 printing contractors annually, with nearly 10,000 businesses registered to engage in print services through the agency. In fiscal year 2024, contracts were awarded to companies in all 50 states, Puerto Rico, Guam, the U.S. Virgin Islands, and the District of Columbia. This vast network not only supports the federal government but also provides significant economic opportunities for local businesses across the country.

“Xerox and Lexmark have proven to be invaluable partners in our efforts to deliver efficient and cost-effective printing services to federal agencies,” said Mr. Hugh Nathanial Halpern, Director, GPO. “Their work allows us to fulfill the government’s needs while saving taxpayers money and creating jobs, all while maintaining a high level of service.”

According to studies by the Government Accountability Office (GAO) and the Joint Committee on Printing, GPO’s collaboration with private sector companies like Xerox and Lexmark ensures the most cost-effective use of federal printing resources. By outsourcing printing needs, federal agencies achieve substantial savings, while information products are made widely available to the public through GPO’s Federal Depository Library and Publications and Information Sales programs.

The GPO plays a vital role in publishing and distributing information from all three branches of the federal government, including U.S. passports, Congressional documents, and other official materials in both print and digital formats. Through partnerships with companies like Xerox and Lexmark, GPO ensures that the American public has permanent access to federal government information via platforms such as GovInfo.gov and the Federal Depository Library Program.
