The European office imaging sector is undergoing significant changes in 2025 due to economic pressures and tightening regulations. Rising inflation, energy costs, and interest rates have led businesses to delay new printer investments and focus on cost-effective solutions like remanufactured cartridges.
At the same time, the persistent influx of non-compliant imports, often entering through online platforms without proper CE markings, WEEE registration, or REACH compliance, undermines fair competition. Meanwhile, the EU’s circular economy goals offer new growth opportunities, with remanufactured cartridges positioned as sustainable alternatives.
ETIRA’s 2025 Action Plan
To navigate these dynamics, ETIRA has outlined a comprehensive agenda centered on compliance, sustainability, and industry support.
Tackling Non-Compliance
ETIRA is intensifying efforts to address non-compliant imports. The association is working with EU institutions, including the European Parliament’s Online Sales Compliance team and market surveillance authorities, to enforce stricter penalties and close regulatory loopholes. Collaborative efforts with ECHA (REACH) and other Stakeholders aim to ensure consistent enforcement across member states.
Promoting Sustainable Practices
With growing demand for environmentally responsible products, ETIRA advocates for the inclusion of detailed sustainability criteria akin to Digital Product Passports (DPPs). These would offer transparency regarding a product’s compliance, sustainability attributes, and remanufacturing history, empowering buyers to make informed decisions.

In the face of economic uncertainty, ETIRA is prioritizing support for its members. By providing resources, industry insights, and advocacy, the association seeks to help remanufacturers adapt to evolving market conditions and maintain competitiveness.
